After tax hike, Quinn budget offers more pain
SPRINGFIELD, Ill. (AP) – Even with a tax increase to pump new money into the Illinois treasury, Gov. Pat Quinn is proposing a budget that would cut aid to the poor, skimp on many services and count on borrowing billions of dollars to pay overdue bills.
